Cathleen Neelan was part of the team that pioneered collaborative problem solving in the mid 80′s for the United States Forest Service. Environmental disputes had become so polarized that hostility was mounting between federal agencies and environmental groups. Ms. Neelan’s skill as a mediator / facilitator has become recognized regionally and nationally, resulting in increasing demands for her assistance. Many of the disputes she resolved were emotionally sensitive such as wolf reintroduction, old growth logging, wilderness designation and human impacts from population growth and affordable housing. Cathleen has 15 years experience as a Federal employee in environmental areas and several years in corporate work with Amax coal mine. In 1995, she started her own mediation practice and has diversified to include community and local projects focusing on population growth impacts. She has skillfully achieved ‘group consensus’ on the contentious topic of affordable housing in several Colorado communities, a task previously unsuccessful. Initially trained in Alternative Dispute Resolution techniques in 1987, Cathleen continues to devote time to active (class work), and participatory learning (practice and teaching). She served as the Senior Mediator/Program Manager for 25 mediators that assist the U.S. Environmental Protection Agency with conflict resolution in the western region. Also an active member of the Roster for Advanced Practitioners with US Institute for Environmental Conflict Resolution, Udall Foundation.
